What is it about the Low NOX programming that causes a drop in fuel economy? Is the power the same? Primarily interested in the Series 60 crowd.

To lower NOx, injection timing is retarded some. This lowers cumbustion temps to reduce NOx, less timing advance is also less efficient. To get the same power after retarding timing, they have to increase the injection pulse width a little so you burn more fuel.
freightlinerman, magoo68 and mtoo Thank this. -
How much power is estimated to be lost on a non/egr Series 60 with the Low NoX settings? Im guessing this also reduces throttle response?

Power is rated the same. Retarding timing costs some power. Then more fueling is added to make up for the lost power, which is why effiency is lost. More fuel to get the same power. Throttle response suffers a bit, but not really noticeable. You notice it more in higher fuel costs then how it runs.
