The scandal & tie in with truck driver licenses was quite bad...here's a quote from Wikipedia:

Duane Willis and his wife, Janet. The investigation revealed a scheme inside Ryan's secretary of state's office in which unqualified truck drivers obtained licenses through bribes.

 

Someone needs to do something about it. State examiners are not allowed to co-opt the test and make it their own. Federal guidelines mandate that the testing be done a specific way with specific pass / fail points.

They are breaking the law if they are doing it that way.
