I have actually taken one myself and posted a picture of the one that stopped me. It was a wild ride. I drove out of the one i went in,located just east or so of Stevenson,Alabama, on Alabama hwy 117. it may not be much of a runaway ramp but it is just that and it worked.

This one isn't far from where I live. Another reason they switched to cable style is cause then a truck went into the pea gravel it would shower the vehicles going up the hill and cost a bunch of windshields and paint jobs. It was built after a dump truck came down that hill loaded in neutral, he blew threw 5 sets of lights and almost make it to downtown before he cut hard into the side of the rolled the truck. They said he was a hero cause he rolled the truck before it made it to downtown and save countless lives with no mention of how he stuck it in neutral to come the hill to start with.

Depends on the state and the situation, I've seen a 40 ton hook his twin lines to a truck and pull it back, with legs firmly planted in the ground, other times they will use a dozer or similar.

Learn something new .. I always thought road tax was for bike trails and mass transit also political pet projects

I believe that pretty much any tax you can name, is open to political "interpretation" as to where the money goes.
