I have a question. If it was found the truck driver had been on the road past his 11th hour, can he now be held liable because "had he followed hos rules, he wouldn't of been there to be pulled over, and this would not have happened" ???

It sounds like that is what the pickup driver tried to do:

"Uh, well maybe, but I'm in charge of this truck and it only stops when I feel safe."One_tooth_wonder Thanks this.

I have the utmost respect for law enforcement, but that trooper is an idiot.
I was stopped in Michigan for a roadside inspection and did just what I said to do and pulled onto an off ramp, when the officer came up, I told him why I took a little longer to pull over and it was for safety and he didn't say a thing.One_tooth_wonder Thanks this. -
The last time I was pulled over it was on a busy 2 lane and the bear MADE me get out on the drivers side to show him my flares and what not. I was not a happy camper...

On 2 occasions I have had Texas State troopers stop me on busy interstate highways for inspections. One of them grabbed the drivers door, which on my Freightliner Argosy activates the kick out steps, which literally forced him 2 feet into the traveled portion of the highway. I offered to move both times to a safer location of his choosing.
He conducted the inspection standing 2 feet over the line with 60 mph traffic inches from his handcuffs.gpsman, fuzzeymateo and One_tooth_wonder Thank this. -
"Operation proctologist" LOL! You're killing me!.. I haven't ran into her yet, (the trooper). I bet she was just a bundle of joy to deal with.One_tooth_wonder Thanks this. -
Ya, I had one pull me over at about 0200 for a roadside inspection. This was on a saturday night as well, so traffic wasn't all that heavy. I had to shake my head though when he started talking about how bad the DUIs have gotten down there... while he's standing right on the road (not much of a shoulder since this wasn't on a regular divided highway but a regular 4 lane non-divided....) I offered on the raido to pull somewhere safer to conduct the inspection but he didn't respond so figured I'd better stop asap to let him know I wasn't trying to evade. Offered again after we stopped but he said that we were fine where we were... orly? What about all those DUIs you were talking about?

Somebody needs to build a calendar ... "The Girls of the CMV Enforcement Section" I saw a female Texas DPS somewhere recently that from a fleeting glance, looked pretty hot, top to bottom. Is that wrong of me to say?
