Get a non-driving position somewhere. Try dockwork at a LTL freight company, or warehouse on a food service distributor (Sysco, UsFoods) and step in their doors, once you are in their payroll, you can transfer to one of their driving positions once they open one. I did it myself and it took me a couple months before I was driving one of their trucks.

well I am working right now as truck mechanic working on trucks-trailers and build/installing snow plows on pickups. I get trucks out the shop sometimes. Maybe after winter I'll start driving.

find a local company and start driving a 6 or 10 wheel dump or get a job fueling trucks for a truck rental company, start with a small truck get some safe miles,,when you are 21 you can drive interstate,,best bet for someone 18 years old is to join the military,,Seabees have lowboys,,army has lots of tractor trailers,,military has free food,,free housing,,free medical care, free uniforms, free training and lot of girls

Its not an insurance thing; it is a FMCSA rule (http://www.fmcsa.dot.gov/faq/what-age-requirement-operating-cmv-interstate-commerce) for interstate commerce (going between 2 different states).
As others have said you need to find an intrastate company (one that hauls within one state) vs an interstate company (one that hauls between different states), otherwise there is no way a company can hire you. -
Lots of small dump trucking outfits or concrete plants may give you a chance. Pay probably won't be great, but it's driving.

There's been a number of good, helpful responses. As noted you can only drive Intrastate until you are 21. However, there is an agriculture exemption. I'd have to search the forum, but I recall another young man got his start by getting on with a company that hauls combines from farm to farm, following the harvest from Texas on up to North Dakota.
Speaking of Texas, if I were in your shoes I'd seriously look to move to Texas. Biggest state in the union, so it's got the most miles to drive. You've got mechanical skills to go with your CDL-A and that's a fairly rare commodity. I'm wondering whether or not you could break in to oil field work at your age? I don't know, but it seems like the opportunities would increase for you if you went somewhere with agricultural requirements.Johnnyboy54 Thanks this. -
I live in pa and it's rare to find those jobs under 21 driving. Just look at it. central pa, near state college.

I would say your best bet is a construction company doing dump work. I'd look into paving jobs in the spring if I were you, you can make pretty good money.
