2006 international icon idle system not working

I cant get the icon idle system in my truck to work.The directions say to close my hood,set my parking brakes,while in neutral turn the cruise on and the orange light on my dash will flash.Then I have to put the truck in gear and take it out,and i should be able to set my temp.Only problem is,my orange light doesnt come on but the temp box in the back is lit up as if its functioning normally.It will only continue to shut off after about a minute,if i push my parking brake in it will go for about 15 minutes.Setting the cruise to fast idle wont work and neither will pushing the break or holding the gas.Is there any kind of fuse i should look for or any other tricks?could it be the thermostat itself?I tried talking to two dealers about this and its apprently a no go to have it disabled entirely.Any help would be appreciated thanks

 

Or somebody could explain how to get behind the fuse panel.I know how to open the glove box but i mean actually BEHIND the fuse panel.Apparently there are two fuses back there that are the source of my frustration.If somebody doesnt respond soon,Im afraid Im going to have to resort to spamming my own thread with an indecent amount of smiley faces.
