That's incorrect. The 8-hour sleeper berth break is not counted towards your 14. So at the end of the break your 14 is the remainder of your hours not including the 8 hour sleeper break and whatever portion of your 11 you didn't drive.
Only if your remaining 14 hour clock will support it.
It resets both clocks from the end of the preceding break which in this case would be the end of the 8 hour break. What you meant is that the 2 hour break is always counted against your 14. -
If you work it wit your recap you'll gain those hrs too

At 1700 your 14 hour clock is reset.
AT 2200 your 11 hour driving clock continues from 1700-2000 (3 hours)
No break shorter than 8 hours can reset your 14.
At 2200 you have 9 hours left on your 14 hour clock and you have 8 hours on your driving clock.
The overriding rule is no more than 11 hours of driving in any 14 hour period. Your break from
2000-2200 does not reset your 14.
This is the way I understand the rules.
Driving hours before and after any break can not add to more than 11 hours unless the break is 10 hours. 10 hour break (or longer) is the only way to reset your drive clock -
It does not get moved. Your 14 hour clock still started at midnight. However, the 8 hours you spent in the sleeper do not count against it. So at 1700 you have 3 hours drive time and 5 hours of 14 -- exactly the same as at 0900.
After the 2 hour break, you have completed the equivalent of a 10 hour break so your 14 & 11 get reset -- but as of 1700 (the end of your first break). So at 2200 you have 8 hours on your 11 and 9 hours on your 14.
So say you then drive 8 hours (0600) and then go in the sleeper for 8 hours (1400). You would now have a new "equivalent of 10 hour break" so the start of your 11 & 14 would roll forward to 2200. The 8 hours in the sleeper don't count against your 14, so at 1400 you would have 8/8, 3/11, and 6/14 remaining. -
No break shorter than an equivalent of 10 hours can reset your 14. An 8 hour sleeper break pauses your 14 (does not count against it). It does not reset it.

I just had a DOT Audit. I had the to teach the auditor how a split break works. Reading this thread, I see why most people get it wrong.
