Practical mile thing is somewhat relative. It depends, as do most things, on who decides what the practical miles actually are. I think my carrier has it pretty close. My out of route for the year always seems to average about 3-4%, and that is even with me going home each weekend with a load and bobtailing occasionally to go eat, etc. And I am not on any dedicated gig, LTL route, etc. Just regional OTR, irregular route, different customers. Now, sometimes the practical miles are off more than they should be, and the OOR reflects that. Other times, the practical is little more than it actually took to run. But the average is where you will find if the practical miles are actually "practical". It takes a little record keeping and tracking to see. If the miles the carrier is paying on isn't squeaky close to the actual miles it takes to run, the either the carrier is pulling your lariat and not really paying "practical" miles, you need a better GPS, or you need to learn to route yourself better.
