Kinda like this bridge beam, if you were to secure it in the middle then you stand a very good chance of damaging the beam and it would cost you big $$$. these can only be secured on the ends where the dunnage is.
Where as with this trailer, I have a total WLL of 22,000 pounds which is enough with the chains alone BUT because of the 10' rule I put the strap over the frame just because I could. There are 2 chains on the back you can not see. Binders are rated at 5500 lbs.

View attachment 75784 View attachment 75785 passed this Tuesday while in GA. could not see a strap on this anywhere and the guy was on his cell phone would not acknowledge me, I don't run flatbed but even if this was strapped in shouldn't there be flags or oversize/length banner on this?

Depends on the state. Looks to be only a couple of feet of overhang but I can not tell from the pics. Here the answer to your question would be a no. I believe it is something like 3-4 feet before being flagged and 10 feet before you need the oversize banner.
straps are probably under the sliding tarp and you would not see them. -
Personally I put Flags on anything sticking off the back more than 6in just in case.
Yes the curtains block the view of the straps and with hardly and air movement snug straps are very hard to spot. -
