Ok,you say changed waterpump and thermostats,i would recheck them again,THERMOSTATS N WATERPUMPS do go faulty fresh out the Box,id check all the hoses again also with engine off,move truck from parked spot and look at ground,its possible you could have a bad headgasket that hasnt went completely bad yet,but on its way out,
why i say this i had this problem,vehicle ran hot i added coolant problem resided rite away after a few weeks later,i pop the top coolant low again,no coolant in oil,oil not in coolant,i get under with a flashlight and do you know the headgasket sitting close to firewall,had very small leak that was leaking when pressure was applied i could see the trail flowing down but it was so hot it cdnt drop of it would evaporate on the manifold,but at a dead stop it was to small to notice,
changed the gasket,while it was off went ahead and had heads reshaved problem solved,also crank truck up n let run w cap cracked open,you should see the water pumping the coolant around in radiator if not faulty water pump,also check relays and fuses goin to fan,get a test light or ohmeter and keep it in truck,a relay can go bad even if it stil clicks ,best way to check relay is with ohmeter it should read out between .03 - .55 if it stays at a solid 1it has no resistance,the coil on inside is bad and its a bad relay,
Fans should kick on once it hits a certain temp 190-220 automatically whether you are running or sitting still,and you will hear the clutch engage,like previous post said it could be bad fan clutch, if you get down the road and it starts to cool off while moving its definitely a fan problem or obstruction of airway problem,its suppose to work other way around,not vice versa check for debris,in front of grill,radiator also while sitting still feel hoses are there any pressure on them?
When you stop for fuel run water in front radiator then run it and see if any changes happen,if you still havent found the problem get a oil sample and dyno

I am with 4x4 welder on this one.
When moving down the road you have air moving thru the radiator but stopped the fan is the only thing moving air. If the fan is not working no air flow and the high temp.
If you want to test this find a big *** fan that can move some air and place it in front of the radiator and see what the temp does.
Also if it was a bad pump, stat or dirty radiator the temp would stay high even not moving and go really high under load.

Are the shutters staying closed?
Does today's 18 wheelers have shutter as they did in yesterday years?
Once years ago hauling bulk cement when unloading my engine got hot and I happned to see the water coming out of it.
My shutters did not open, it was a cold day so I did not have a temp problem going down the highway, only when i was unloading. A rod connecting the shutter had broken. So I blocked the shutter open and all was well & they fixed it when i got back in.BeenJammin Thanks this. -
Last thing I saw shutters on was my circa 1952 generator.

Well, I only graduated from college to work on them 15 years ago, so haven't dealt too much with the older stuff. Oldest truck I really worked on was an early 80s KW dump truck with a Cummins, there was also a Mack/Renault cabover thing with a crappy air assist hydraulic clutch that was constantly broken, but otherwise most of what I work on is electronic.
As far as I know, shutters haven't been used since the 80s, and I do know for an absolute fact that an 06 Freightshaker does not have shutters, regardless of model. Besides, that would present as an air flow issue and overheat while underway. There are some of the more aggressive hypermiler types installing shutters on cars now, in an attempt to reduce overcooling and increase aerodynamics, but that is neither here nor there.
As a side note, I did just have the generator last year, 60kw Army skid-mount with a Detroit 6-71. -
Yes, shutters were used in the 80's on 18 wheelers.
