Ya, you would THINK that the MO address being on there in the first place would have been his first clue that it was possible! Guess there no IQ test to get on that department.

Most states require a proof of residency, as in a real one. That wouldn't work most places.

I've been trying to figure this out for Texas. DPS? (Tx DMV) says you have to be a resident to get a permit, yet Stevens has a school in/near Dallas and you get your permit in the first week of class. So, maybe certified schools have some exception. I've seen posts where the hazmat doesn't transfer even though sounds like it should. I am surprised the TWIC card is under any control by the state.

School example: Roehl in WI. You get your permit in your home state before starting (guess WI recognizes out of state permits? or again a school exemption). Get your CDL in WI (some problems if you had lower class CDL with School Bus or Passenger endorsements as they won't transfer to WI without test in type vehicle, but may be restored later in home state). They send you home when you go solo and you transfer CDL to your home state. What address are they using on the WI CDL? Don't know.
