and i already called the broker and they said that if i break the seal the reciever will reject the load!!

Your trailer axles are all the way back right? Maybe dump the air out of the truck and scale again. I've never tried that before but you don't need much.

What do they expect you to do? Are you a company driver?

Were your tandems at 40' when you were legal in Arizona? 9 times out 10 this happens when someone tries to drive into California with legal axle weights, but with the tandems slid too far back. The scalehouse makes you move them up to the California-legal 40' mark, and viola' -- you're now overweight.
The only way your load would have shifted 1000lbs backwards is if you were rear-ended somewhere along the way or slammed into another trailer backing into a parking spot. -
Have you tried moving and hitting the brakes to shift the load forward?

yes and the load hit the front of the reefer already !! also my axles are at 40 i tried to move them back but the officer wouldnt let me !!
