In that case, I would attempt to contact the consignee and shipper and ask if they have a problem if you break the seal? Broker sounds like a dick.

Were they at 40' when you were stopped at the scale in Arizona?

Ah-ha. You're going to have to break the seal. Just for fun, I wonder what happens if you dump the air out of the truck and get the nose of the trailer tilted down a little. Maybe the DOT cop won't notice the lack of air in suspension.

yes im still @ 35000 and yea they were at 40` since i left dallas tx !!!

sounds to me like the guy is screwed. he said his load already hit the reefer. and since he's in cali. he's got no wiggle room to slide the tandem back.
but i don't understand how he got that far to begin with.
i seen a 53 flatbed roll through st.george utah scale. closed axles and he was 35,500. scale made him spread his axles before proceeding. i have no idea how he planned to take that load in to cali. -
Can you put some air in the trailer bags without being over height? Air up the trailer, dump the truck and pray.
