If the other terminal is not your 'normal work reporting location', then you can make a case that the time spent driving from that terminal to your normal work reporting location and back is 'on-duty' time.
Work something out with your company, or find another company to work for. If the extra drive to and from makes you too tired to drive safely, then they can't force you to drive.

What I bolded/underlined.
By keeping his costs down tells me he is in trouble over spending company money on maybe for one, payroll. The more he spends, the less his cut(bonus) will be each month. The less he spends, this makes sense, the better he looks to from upper management, and of course his bonus. By your manager taking a hit, as you are on his terminal payroll, his bonus either remains the same, or at the very least has a very small loss in dollars compared to the other manager, meaning he is better at management then the other guy.
If the other guy's terminal continues to show a loss, his job is going to be someone else's. So I think your boss is helping him keep his job. Not uncommon in some LTL companies or other companies where one looks out for another, at least management wise.nievesco Thanks this. -
Do you get paid for your travel time to and from the terminal? If yes, then you must log as "on duty"

some mega retailer, who shall remain nameless, recently settled a wrongful death lawsuit for an undisclosed sum, rumored to be mid 7 figures, for a driver falling asleep behind the wheel because of fatigue caused by excessive travel times.........remind them of that.
nievesco Thanks this. -
Well I'd say this is problem solved. Now let's talk about time travel.

What you wrote there describes the 2 managers, it's almost like you know them! lol... Yes my supervisor is a great manager, but he has much more on hands than just distribution. Whereas the other guy all he does is "distribution" so it makes me think that he either is overspending somewhere or just overdoing his job to make a statement that he is "needed". Although it's not LTL, it's a cryogenics company but you are right, it's basically my boss looking after him.
