I only have to pull a flatbed once in a while and usually don't have any issues with oversize. That being said, I went to a place in Manitoba where they couldn't get the load all the way on the trailer. It's a 53 ft step and we had 14" of overhang. I made a stink about it and made my dispatcher get me a permit. The guys loading it said as long as total length us less then 75' I wouldn't need a permit, I told them that if it's off the back of the trailer its oversize. What are the actual laws for this?

All states/ provinces have there own rules concerning oversize.....
In Manitoba you were right to get a permit. your loader was only part right, if your OVERALL length
exceeds 75' (23 meters) you need a permit
any overhang more than 4' requires flags and lights at night regardless of if you need a permit or not.

The rear overhand allowed is 35% of the trailer wheelbase length. 1 pilot car is required if the overall length is over 30 meters (98-4).
Loads in excess of 25 meters (75-6) with a rear overhang on a tractor/trailer configuration are subject to daylight travel only, with no travel allowed on Sundays or on statutory holidays.

14"??? Off the back?? Doubt that you would need a permit. Just flag it and go.
In my area, a rear overhang of less than 24" does not require a permit, but would still have to be flagged.
I run a lot of 60' with 10-12' rear overhang. Trust me. -
