At 56 hours you have to enter on the log book you only have 4 hours to drive. Good luck with that. With 4 hours you are reporting to the same location and are on the 60 in 7 days limit. You will be under the 100mile air radius to avoid the actual log book but the employer must still adhere to the limit.

 

Where do you get that he will be on the 60/7 cycle, FedEx is a 7 day a week carrier so they use the 70/8 cycle. Being local or OTR has nothing to do with the 60 or 70 hour cycle, the only difference is if the carrier operates trucks all 7 days a week for the 70/8 rule and if not then the carrier must operate on the 60/7 rule.

OP, you will have a tough time logging your work legally, only having a few hours a week to drive is tough on the employer schedule. Does FedEx know about the other job? They may want you to have a full clock available for them to decide how you use it. In theory you could work as a driver one or two days a week, but since you never get a full day off the days you can work each week are going to rotate with your recap, which will make scheduling for FedEx difficult.

 

Good point. So come monday on the 8th day he has (70-[56+12]) = 2 hours to drive.

if he has 56 hours in 7 days, he can work 14 hours on Monday. If he does, he has 70 hours in 8 days, but picks up 12 hours after Midnight, going into Tuesday, since he drops off the 12 hours from the previous Monday.
