Need some help have run out of Brain! My 3406e 5EK 550hp is low on power!

Last July the ECM died on the Grapevine and had to get another! They didn't program it right and have had issues since! Two weeks ago I had the original program installed and no help! The EGT is high and low boost! Most boost is 24psi! On the other hand EGT is high at steady speed of 70 with 850 egt and 4psi boost! 70mph is 1400 rpm! Only way to get egt lower is to run 1500 rpm or better! 9 spd tranny 340 rears. Engine has been re worked but has original turbo after miles1,000,000. Tried pinching hose on turbo but it made no difference! Any help will be taken Thinking maybe Turbo here!

 

Oh yes have Pittsburg power box that I had on my two other 3406Es and it's useless on this truck and yes it works cause I ook it out and put it on another truck and it worked great!

What would be the symptoms of a leaking waste gate? I pinched off the vacuum hose that operates the waste gate and didn't make a change! Usually it will allow it to make more boost but failed to do so and I unpinched it!

 

Sounds like what I was thinking this truck sat for three years and has original turbo on it and over a million miles but has been inframed about 100,000 miles ago and has had the problem most of that time
