Hi,
What I am hoping someone can clear up is if in fact Indiana is actually charging that 0.16 at the pump or not. We know that Indiana does not factor in the 0.11 at the pump. Subject understood.... HOWEVER, there is a bit of confusion here. In order to clear the mud on whether they at least included the $0.16 at the pump, I phoned Lake Station IN flying J this morning as well as the Pilot in Shelbyville and asked if the pump price included any state taxes or the surcharge. I was told very clearly by Lake Station that "if you don't have a DOT number they will add $0.30 to each gallon purchased". (maybe it's really the $0.27 and she was just rounding up for the sake of answering the question... who knows). Then, the Pilot rep in Shelbyville also clearly stated "Indiana is an exempt state. we don't take any taxes out at the pump. You do that when you file your quarterly IFTA tax return". Further, when looking at the fuel prices on the Pilot-FJ web site, Indiana is the only state that has an asterisk* by the diesel price indicating that this is the *tax exempt price. IS IT POSSIBLE that our states where we file our IFTA are assuming that we did not "exempt" out and are therefore crediting us 0.16 for each gallon purchased when we actually didn't pay it? (which IN automatically does on our behalf when DOT # is produced in order to keep true to their POSTED PUMP PRICE) ??
Any insight is much appreciated

You pay the base tax at the pump in Indiana. The only places you're not paying IFTA creditable tax at the pump in the U.S. is Oregon and Indian reservations.

The people at the truck stops gave you bad information. You will always pay the .16 at the pump in IN. The .11 is collected on your IFTA return.
It's really simple, and been said a lot before. Take your fuel cost, subtract the state tax and you have your net price. Fuel at the cheapest NET location.
If the NET fuel cost in Indiana is cheapest, there's no reason not to fuel there. You'll just happen to owe that remaining .11 on your quarterly return. It's a pay now or pay later scheme. If for whatever reason, you can't handle the idea of paying in for IFTA then don't ever buy fuel in Indiana.
Sly Fox and ipogsd have it right. Skateboardman is wrong.
