I had a similar scenario. I thought I had a physical scheduled, and took a leak before hand. They sprung a drug test on me and I couldn't fill the cup.
I could see my cdl circling the drain if I could not produce a full sample. They count it as a refusal and your treated like some drug addict. Stupid. -

ok, so lets say you cant go and get a "refusal". What would be someone's next step? Do you just call DOT and explain? I was told that if I couldn't go it would be considered a refusal and then I would have to explain to DOT that I have a medical condition. CRAZY!!!

But if you chug chug chug de la agua too much, it may be a "dilute sample" with inconclusive results. I think if that happens you'll be getting retested. But at least you aren't getting a "refusal to test" thrown on you.

To answer your question, yes.
When I went in for my initial UA, required to attend school, I had a positive dilute result. I asked WTH that was. They asked me if I drank water before I came in. Well, of course I did, I am always thirsty after waking up in the morning, and no one told not to drink any water fer cryin out loud. Went right back the next day and retested, no issues. -
Refusal is just as bad as a fail...

All the tests I've had over the years has been pretty much pure water. I drink a lot of it and never have they told me that it's too diluted.

If your piss isn't almost clear, you're not drinking enough water.

I never knew that's considered a refusal if you don't go before the 3 hr window.Me on the other hand many times I have to go right when I get in the office and don't have time to do their paper work first.So if I have to go they'll let me do the drug test right away then come back out in the waiting area.
