@GrapeApe should 87 be hot with key on or off?

With the relay plugged in, 87 should go hot when you turn the key on. 30 should be hot all the time.

Okay, I am about to pull my hair out. Had a tech come out and hook up computer. I'm getting pulse from injectors and SRS signal. Somehow he got it to crank. I personally think it was ghost settings from the computer that the ECM was reading. The original ECM showed faulty memory. Hung a new ECM on it and it cranked. Mounted that new ECM, the tech left, no crank.
@GrapeApe , I went to that relay beside the ignition that is marked VCH SHUTOFF. The ignition relay feeds from it. 30 is hot, 87a is hot. 87 never got hot with or without key. Trying to trace wire D499 to see where it goes b/c that is a ground that isn't grounding on that relay. Because of this, the wire that feeds a whole bar of circuit breakers isn't getting fire at all. I have yet to back track D499 because it goes thru that wasp nest of wires under the dash and I keep losing it. If anyone has a diagram that know what it's for and where it goes, I would appreciate it. Somehow, whatever is doing this is not sending signal to my ECM and telling it "let's go". -
If I am understanding correctly this pretty much means that the break in the circuit for keyed ECM power is near the ECM itself. Movement of the wire harness when swapping out ECM may have caused the issue. Please correct me if I misunderstood story. P.S. when you use the word "crank" to describe what the engine is doing, most of us take that as engine cranking (turning over) but not running. Good luck.
