To be fair, these things can be confusing. In California, I can think of at least three different definitions for commercial vehicle, depending on which section of law you are looking at, one of which includes my pickup truck, and almost every other pickup truck registered in California.
Every state words things differently on their signs, and it can be confusing. Especially when signs refer to trucks, or commercial vehicles. For example, our 55 mph limit applies to any vehicles towing any trailer, or any vehicle over 6000 with three or more axles, not to include buses, but does include school buses. Drive over the grapvine and trucks have a lower speed limit, I think 35? (been awhile) but it just references trucks. Doesn't say what that means, but no one takes it to mean pickup trucks. Maybe pickups pulling trailers? Dualies with GVWR over 10,000? I dunno where they draw the line.
But yes, OP, as they are not just weigh stations but inspection stations as well you need to pull through. Some states do have empty/bobtail lanes to make it easier on you though.
