I've had the truck for 4 years now and done almost 400k. I've never changed the injectors. Don't know about the previous owner.

Normally I'm not a believer in changing parts just cause they are old. I wait till they wear out, or change them add I'm doing other work. However in your situation, being so far away from anyone that is familiar with this engine, I would go ahead and put six injectors in it. They are 13 years old after all. and I highly suggest you don't go with aftermarket. After market injectors are never calibrated correctly.

I changed the injector seals and it was still the same. I got 2 used injectors from a friend and fitted them in cylinder 1 and 3. And guess what??? It fired up without starting fluid.... So guess it was it's the injectors. Unfortunately I can't get the injectors immediately, the friend only had 2. After driving it I still felt it's lacking power, it doesn't have that boost pressure as it had before. Might have to keep it off the road until I get a new set of injectors.

Hello, I have now changed all the injectors. The truck starts perfectly, no starting fluid required, no smoke and no misfiring. The problem is it does not have power, and there is no that turbo boost anymore. I checked the rod from the actuator and it does not move. Even at acceleration it does not move. I removed the pipe from the turbo housing to the actuator and there is hardly any air coming through. Secondly, I have also noted that the fan stays on all the time. Previously, when the air builds up in the system the fan would go off and come on when required.

Hook shop air up to the actuator and see if that moves the rod. You can even use the truck air for this, hook an airline up with a blow gun tip and put a glad hand on the other end. Hook it to the red supply line, build air pressure up and push the red button in on the dash just like going to a trailer.
Ignore the fan for now, that is a completely separate issue and not related to the turbo. Tackle problems one at a time, trying to do both will just confuse you. -
I just tested the actuator. I used the pipe supplying air to the front air suspension. The actuator is rod is moving out and back in when the air line is disconnected. There is barely enough air coming from the turbo compressor side to the actuator, even at high revs.

Turbo is shot. Assuming your exhaust manifold hasn't had a three inch hole punched in it.
I HIGHLY recommend buying a good Borg Warner, and throwing that waste gated oem pos away.
Edit to add: be sure to buy the right size turbo if going with a Borg Warner. basically you want the turbo to match the horse power of the engine. -
I was suspecting the turbo too. But there is no noise from the turbo or any oil leak.

Your turbo is fine .
That actuator is for the waste gate.
It's not going to move till about 25 psi boost .
And yes your not going to get air to that actuator till engine is under load and making boost.
It could be as simple as your boost sensor is unplugged or faulty.
Ecm is not going to give engine hardly any fuel till boost comes up. -
Do you think the little or hardly any air from the turbo compressor to actuator is fine and would increase when under load? The fuel consumption is also high...
