Very unlikely that he was overweight, I've been told the only way to get overweight with a 7car is by hauling 7 BMW x5 or Land Rovers. Most likely he was overlength or too much rear overhang

I've seen a few folks who had too much rear overhang from time to time...come to think of it, i've had that problem myself! Just not on a car hauler.

    :D

I was at rainbow scale in Cali one day it was the same scenario. The car haulers issue was he was over height and he was shuffling the vehicles to get legal. I heard it straight from the horses mouth.

I hope they aren't going to start harassing car haulers at that particular rest area because I go by there often.

Its also possible he got put out of service and was unloading them to move them to a different truck. Seen that happen to one of coopers trucks in IL.

Ohio will make you take a car off to get legal before you can go on if you're over weight. Never had much trouble in PA running long tall or heavy.

I never have problems in Pa either that's is another reason I am a little concerned about seeing this going on. I don't need the aggrevation worrying about these butt heads pulling me in because I'm over length or height. I usually am one or the other and don't worry about these guys at all. Oh well there is always the go around lol

I've seen this myself in Texas. Or maybe Texarkana.
Never questioned why, just thought "#### I'm glad I don't have to deal with that"

I deal with this every day in New York. I run a 7 car high mount, try my best to run legal with it but still face extra scrutiny from time to time. I did learn with my latest court battle in New York a high mount does meet their state definition of auto transport, even without a roof rack (Federal definition requires a roof rack and bumper to bumper of 65 foot or less), but that still does not stop one particular officer from writing me over length tickets as he seems to think because I have a 53 foot trailer I am excluded from the overhang, even after the Judge has instructed him to cease and desist.

I will agree that many high mount operators push the envelope too far with regards to their height and length, especially length, and this is why we are facing the extra scrutiny. I would guess he was over height, Pa doesn't usually bother with length, or over axle weight which is rare but possible with a high mount.
