My truck has a fuse for each headlight. So I don't think they're wired off one junction.

Ya not all are. Many, but not all. But it's not like is going to cause your truck to burst into flames. the very worst is the breaker or fuse will pop when you turn them on.daf105paccar Thanks this.

And to answer OP's original question: no, one headlight out is not an OOS violation. In fact, two headlights out are only an OOS violation if headlights are currently required to be on (e.g. driving at night or in bad weather).
PS: if you cover the LOWER portion of the headlight lenses with tape, you might be able to get away with running high beams without bothering oncoming trafficBoxCarKidd, dclerici1 and Getsinyourblood Thank this. -
