Trooper can't legally go after him. His vehicle is evidence. It's also damaged and can't be used to ticket/arrest. And he would be leaving the scene of an accident.

OK seriously, he may have been tied up with some type of activity much more serious than a non injury hit and run. -
Horsecrap. Under those circumstances he not only could go after the hit and run, he would be expected to by his agency.

Really? One of my best buds older brother is an Ohio SHP officer. He's been hit twice in the line of duty. One didnt make it very far. Totaled the cruiser and the car. Other was never caught because it happened in the middle of nowhere and the next closest officer was 30 minutes away. He was not allowed to move his cruiser for 2 of the three reasons I gave. Evidence and leaving the scene.
