Don't know how every state and jurisdiction handles them. Here in AZ we had them up, everyone hated the big brother style policing and they mostly came down except with some cities.
A robot isn't supposed to issue you with infractions. The legal technical issue the service for issuing the ticket.
We had a 3 or 4 month window here in AZ to reasonably serve the offender and they had to send it certified mail. If a person avoided picking up the mail then a process server would have to serve the "package". It was later deemed in a state court a process server is not a police officer hence, BS on the ticket. Not to mention that got expensive. The state dropped the photo speeding scam because even the company running the program was profiting from issuing as many as they can and came down to whether or not the cams served the purpose to make safe drivers.
Most red light cams would need the pic of the driver and plate. This isn't easy and many tickets never get issued. If the plate isn't registered to you there you have it. If you loaned the vehicle to your brother or cousin on that day to move, well......
When a cop pulls you over he identifies you on the stop, hence producing the license. That cop can also testify it was him who saw you make that violation and it was him who made contact with you to issue a citation for the infraction. A camera can't do that.
Many cities actually abandoned the red light cam enforcement unless an accident took place.
