anyone know how Tennesee is on axle weights? do they allow much or any tolerance on trailer axles? Kentucky usually doesn't harass me until about 5% over axle. I'm about 800lbs over on my spread.

General rule is less then a thousand over axle as long as it isn't over gross.

Ive never had TN bother me as long as I wasnt over 1000 lbs but if they do get you, they give you 2 tickets- one for the County and one for the State.

I live in TN. If you are going down 75 through Knoxville or I81 they will bust your ###. You can run 75 to Knoxville and get over on us411 and run all the way to dalton ga with no scales

First off, I've never had a ticket so take what I say with a grain of salt, but I've heard cops can be a bit less forgiving with spread axles, just because you already have so much more wiggle room that they figure that you should be able to get it legal.
Also, have you scaled each axle individually? 800 pounds over, I'm assuming you have a full spread, puts you at 40800. If your leveling valves aren't working properly (and when I scale my axles individually, most of the time I am close but rarely are they dead on equal, and I pull a lot of different trailers) you could have all of that excess on one axle. You could have one axle at 19000 and one at 21800. If I were you before I even thought of risking it I would make sure I had accurate axle readings.
