Honestly, in cases of high speed persuits, I don't know why cops can't be authorized to use deadly force to stop these nut-jobs from killing some innocent motorist. SWAT and a sniper rifle instead of dropping stop sticks and diving out of the way.

Too much liability,kill the driver and you still have the potential for a 80,000 pound semi to barrel off and injure or kill an innocent victim.
