In my area, all the LTL companies run pups on certain routes; some if the stops I used to make, you literally couldn't get anything bigger into them.
This was a daily stop for me back in the day. When I bumped the dock, my from bumper was in the gutter.

At my terminal, we didn't have straight trucks, either, and we also did quite a few residential deliveries. 28' was the only way to do them.

I ran out a Chicagoland terminal for a while and with the route I ran I had to run out of a pup. Some of the deliveries I had to make would have been impossible with the other equipment the terminal had (It was limited to pups, 45', 48' and 53' trailers, and one straight truck).

What you have there is commonly known as a lift axle. A tag axle is also non powered but doesn't lift and is usually in the rear position. As in tagging along.

I believe there is different jargon depending on what part of the country you are in. While you are technically correct, the term tag axle can refer to a few configurations.
