The smart move is to use the net and smart phone to buy the cheapest fuel en route. Don't worry about IFTA JCT picks that up. Sorta. We pay it indirectly through our low rate pay. The only reason I can see paying cash is if he wanted to keep the fuel stop off his On Duty hours of service for some reason like bumping his 70 or something, pop into the truck stop and splash some cash fuel in off duty and still have legal hours to make the load or maybe he was critical low on fuel during his 10 hour break and needed some shower points or some other reason.

Yep, we get the cash price with the EFS card no matter where we fuel. So, the guy isn't saving anything and losing out on the bonus points.
I personally stopped using Loves and PFJ because I usually can find a better price on fuel.
For instance, on this trip, my best price on fuel was in Missouri. I could have used the Pilot (Flying J?) in Warrenton, Mo(I-70 exit 188 ) and gotten fuel for $2.149 a gallon with our discount. However, I got fuel in Kingdom City, Mo at the Phillps 66 for $2.079 a gallon. Even the Petro there was cheaper than Warrenton at $2.119.
I understand why people fuel where they do for the points, but I personally don't care about points anymore. I rather save the extra money and spend that savings anywhere rather than be limited to spending points at one place.CannonballAA, drvrtech77 and crxdc Thank this. -
Maybe he did not realize that the fuel card would get him the cash price and discount. Hopefully someone will explain it to him and he understands. But he should have known if he leasing a truck but nowadays you just don't know.

Maybe it's his way of making his settlements look bigger because the fuel costs is coming out of it. But, then again, since JCT covers IFTA; would that be fuel tax evasion if he is not filling IFTA and JCT can't since he is not using the fuel card?
I do know that the terms of JCT covering the fuel tax is to use their fuel card. Otherwise, you have to file your own fuel taxes. -
As long as you send in fuel receipts you are ok. Also if you don't the contract says they figure at 5mpg and back charge the overage for its or something like that.

After the last couple of weeks of talking in person and replies on this site I'm taking a new stance. I'm just keeping my mouth and keyboard shut and minding my own business.
