AC not working, is there a DOT regulation about this?

Nope no dot requirement that your ac works. I work in south Texas though and I have a personal requirement that my ac works in the summer time. #### all that nonsense.

Air blowing on the windshield is what defrosts. Warmer air works faster then colder air. Heat is what defrost the ice buildup. I get the same temps out the top that i do out the middle and the bottom. If it's warm enough. I don't turn the temp up to clear the window. I just turn the air to the windshield. Unless it's ice to i use the heater. And it's usually back on vents before operating temps are reached. I also only use the defroster to clear my viewable area. Let teh vent hear do the rest. I don't use it on a full time basis to run the risk of cracking. Unless it's snowing. And i do like others have suggest in previous posts. Pull the windshield down to trap the heat to the window. And cracking don't usually happen unless you've already got a crack to begin with. Or you're on bumpy dirt roads and what not to shake the windshield around.
The compressor is tied in to the system so that it gets used in the winter time. TO PREVENT SEALS FROM DRYING OUT AND COMPRESSORS FROM FREEZING UP during winter time NON use. I'm sure there are other factors too. And i don't doubt that some vehicles might blend cold and hot. Not all manufactures work the same. And some of that might be taught in school. But the main teaching in school that i remember. Is to keep the compressor from going bad.
In utah. And i'm sure other states have teh same problems. Moisture overnight simply causes wet frost on teh windshield. Wipers do teh job. To a point, then defroster is needed. I use the ice melt washer fluid during that time of the year. January is the hardest month. You actually need to scrape the ice off.
The other time we need defrost. Is the water we track in our cars making the floors wet. ( rain, snow) Even a detail and wash inside -
Absolutely amazing that this many drivers would dispute that a driver should have AC in his truck.
If anyone ever wonders why drivers consistently get the shaft, look no further than this thread. The contrarian misfit nature of some drivers won't even allow them to stand together and agree that AC is a necessary feature for driver comfort and welfare.
