There seams to be an epidemic of substance abuse in our area........
This looks like another case of it......
I run ny to fl and see crazy stuff like this a lot around all the bigger city's but this is becoming way to close to home for me.

 

That is a call the police and wait situation. Could be harmless or dangerous. Best to let them do the checking.

 

Fire at center of mass until the subject complies.

A couple years ago I saw a guy in a wheelchair truckin down the shoulder of 94 about a mile east of the wibaux Mt poe .
I cleared the scale and went in and told the officers what I saw ..
They just laughed and said " he's just going to glendive to buy a car " don't worry.
