The undertray is a less obtrusive solution, and the other anti turbulence treatments that go along with it are always deployed with less chance of damage than trailer tails.I told a receiver about another trailer what the undertray was for, and then kidded him about it being like a cup instead of a skirt, he got a chuckle out of that.
I like that the airflow is directed at the tires and brakes instead of leaving them in less air movement, but I don't know that it makes a difference for sure.
Hirschbach, Lessors, and others use that system in part or in whole. -
I'd still like to see independent unbiased third party testing to compare all the different tools we have at our disposal, to see what really does and doesn't work.

0.25 to 0.4 mpg gain depending how far up you have your tandems...

For skirts -
Skirts are less upfront, to purchase. But unplowed lake effect snow will either shut you down, or rip them off as soon as you try doing anything but drive relatively straight ahead.
We have no treatments at all, other than the upper stuff on the tractor, and I don't miss the side skirts on the tractors, either. -
Anything that interferes with a driver's ability to visually inspect the condition of the tractor or trailer ought to be illegal. Can't very well look under either if the skirts are dern near dragging on the ground.
