Yes and no. I had a 1999 internatonal 9300 with the 4x6 and I tried 5 different 4x6 conversion housings. Not a single one was any good, the glass ones were better but they still weren't good and when I put hid in them, the light output was horrible. there were blind spots and black areas, scattered light. I switched back like you did.
The new led lights are real good. The 2nd Gen jw speakers are fantastic and leaps ahead of where they were but there are still dead areas (black spots) on the roadway which I don't like, The hid projectors throw the light evenly across the entire area with no blotchy aread. My photos do not do them justice as to how wide they go as my SUV is blocking the way.
The hid kits on the other hand are mostly still Chinese cap. Only a few make a good quality product. I think ones called ddm that people use online. What you can buy around here, I know britesource and beamers are OK. I use morimoto and order from retrofit source in Atlanta or prolitez in Quebec and they are real good quality and offer 5 year warranty.
For my build I used osram bulbs which is a oem quality bulb. If I remember correct osram owns the silverstar halogen bulb series.
Upgraded my Prostar headlights.

I never really noticed the issues you listed, I just found the light seemed like more of a soft glow, almost like a candle on steroids, rather than a traditional "beam" I guess.
