It basically means 'OVERSIZE' in Ontario and Québec, but Ontario will allow a yellow and black 'OVERSIZE' sign while Québec will not.

 

You guys are goofy, isn't that like California will allow a oversized sign but Nevada wont?

Well, there are a lot of Québécois that do not speak (or read) English so I guess they figured a red and white 'D' would be a better universal sign. But I'm just guessing here.

 

Right, i forget the whole half French thing up there... makes sense when you remind me of the obvious,
