It does lack power...once i hit 16,17 rpm, it won't accelerate even if I hold the pedal to the ground. It won't accelerate until I shift to the next gear but not with the same power
94 international 9400 rpm/acceleration issue.

Ive had the truck for 3 months ran probably a max total of 300 miles, i haven't changed them

What is a limit of RPMs if you hold the pedal to the ground on the first gear.

I haven't held It down in first but It felt like It stopped accelerating After 17,18 right when I shifted

I don't remember how engine brake works on prehistoric Celect engines: by engine speed or road speed. Probably by engine speed and in this case you need check your CC on a highway.
If CC is ok - a problem with a fuel or ECM internals (not enough a double positive potential for MOSFIT output injector drivers which is very common problem for old Cummins ECMs or something else inside of a black box).
Plus, you didn't answer to NorthernMechanic on his question about fault codes. -
It could have two. One for speedo and one from ecm or a four wire sensor. I would start there.
