What does it mean when the fmcsa (dot registration process) ask for an arbitration representative? trying to finish my application and got stuck at this point. thanks in advance.

Just from a google search, looks like it is something to do with household goods. If you are not wanting to haul HHG and you are listing it on your application, remove it.
