We replaced the gasket inside the water pump housing and replaced the gasket on the water pump itself, poured a few gallons in the engine and saw a steady dribble out of a hole in the right side of the water pump, at the edge of the block closest to the coolant filter. (pic attached)

The hole in question is dead center in this pic - that's the end of the water pump. The pulley with the small rust spots is the water pump pulley.
What uh... what would cause water to come out of this hole?

The Water Pump itself is leaking, you should've put a new Water Pump on when you replaced the gaskets.

It wasn't leaking from there before, and the engine hasn't been run since it was removed and replaced - what's the purpose of that hole?

It's called a Weep Hole, it's to let contaminants and fluid drain so it doesn't affect the integrity of the Seal and Bearing. Once it starts leaking it means your Bearing Seal is compromised and you will have impending Bearing failure.
It's always cheap insurance if you're replacing any Water Pump Seals or have to remove the Water Pump (on a car or a truck to do any type of engine work), to replace the Water Pump with a new one, (especially if the Water Pump that is installed is the original one with a lot of miles on it).
Now you're going to have to do the labor twice. -
Thanks for that info, sounds pretty smart. Is this the kind of thing that maybe isn't surprising with a take-off bolt-back-on situation? No weeping, took it off, bolted it back on, weeping now. Maybe not unheard of?
And could the coolant filter shut off valve have anything to do with this? We had some problems turning that and the owner said he heard like a vacuum release the first time he did get it to turn (only 1/3 of the way, from 12 to 1 oclock when 12-3 is the full range of motion), and he's suspicious that it's related maybe. -
It could have started leaking from the added pressure of the fixed gasket leak and turning on the Coolant Valve back on.
How many miles are on the engine?
Also the DEF/EGR trucks are hard on all engine components because of the higher coolant operating temperature and higher exhaust and turbo temperatures.

Just replaced mine because of the exact same problem. I think the pump was around $300, not too terrible.
Also a good idea to put a fresh tensioner on with a water pump, pretty much on any engine.

What is the full open position for the coolant filter shut-off valve?
Is it 3 O'clock? -
