    I can see water driping on the firewall on the drivers side under the hood and looks like its dripping right to the harnesss

    Main ground goes right to the starter. Then usually a stub off the starter to the frame rail.

    Even a shorted battery shouldn't cause the voltage to go higher than 14v.

    I had same problem on my 2007 Volvo d12 some time voltage will go as high as19 had to change cluster check the voltage at alt. If it is OK there there then problem is instrument cluster.

    I'm 99per sure you will have to rebuild your instrument cluster or change it I would change it because there will be other things that will go bad like guage and stuff.
