To which question, the OP's? The answer would be yes, if an enforcement officer deems it appropriate or the person giving the test is authorized to issue tickets.

I asked my driving instructor if any of his students had ever been pulled over during training or road test. Said it is rare but does happen.

To qualify for a skills test you must have a temporary permit to drive only if and when a licensed driver is present.
Who gets the ticket? The one who is in the left seat under control of the vehicle at the time a violation occurs. -
I actually did this. It was years ago with a 3rd party tester. I didn't have anybody to drive me so I called them and asked. He said "I can't tell you it's ok but if you and the truck are here, we will take the test".
Another funny thing is, me and my friend both went to take the test at the same time. The instructor was pressed for time so one of us rode in the floorboard while the other took the test. This was not in a parking lot, it was on public roads. We just swapped places when he deemed it was time for the other to drive. Boy, times have changed.not4hire Thanks this.
