I usually cross in the middle of the day with tons of trucks ahead or behind me or in the middle of the night while all the MOT officers are all tucked in at home dreaming.

They have something similar like this for idle percentage at certain companies with their company trucks...depending on your idle%, it will adjust up or down for speed.
I'm sure it could be done for other things as well.

What wheelbase would you want in a HH truck just need a 38in sleeper could get by with a day cab!
    Pulling a 2x3x2 or a 3x3x3 pulling 637 scrapers and big excavators car bodies 374cat,850deere, 390 cat.
    Is a 248wb long enough with a 60in slide?
Lots of lighter loads on a 4 axle 29' bed lowboy most of the time. Just need the jeep setup when moving the big stuff which only gets moved a couple times a year. Trying to build the best all around truck for a construction company. KW 800 wide, c15 cat twin turbo 650hp, double frame, 4.10 18sp, 20Kfront,46K rears double lockers,
AG 460 air bags (8), 20k non steer lift, 11R245 rear 425 front.
    What are your thoughts?

Make sure the fifth wheel slides up far enough, and 425 steers aren't necessary.

If your building a glider I wouldn't pick the acert cat. I would got with an older e model. And 385 floats not the 425's. I run a steerable lift. I have never had a non steer though.
