To meet OSHA requirements, the ladder has to be tied off, and extend 3 feet above the top of the trailer. The person climbing on top of the trailer would also have to wear a harness, and be tethered to something that is strong enough to hold in the event of a fall. You also need another person as a watcher.
Ladders are discouraged in a modern workplace, as are high wire acts.
The solution is simple, Don't move the trailer if it has snow on the roof.
Obey the law, not your dispatcher, or driver manager or whatever they are called these days
Why is it the driver's problem? Dump the problem right back on them.
