Asphalt paving isn't durable enough for heavy axle weights when the frost is leaving the roadbed.
Roads freeze because they are kept clear of snow, and gravel also has boils and blowups when the frost leaves.

So basically you were every type of grease monkey the Army could throw at you, until you couldn't hold your tools any more because of said grease, so you then spent almost a year and a half standing in the desert waiting for the grease to bake out of your hide so you could resume your normal duties?

They are finally going to rebuild the Rouge River pothole bridge BEFORE it falls into the river.

Here in WI it's referred to as Spring road bans. Generally April thru mid may. But fluctuates due to temps.
