    Because this woman is a low level fish and probably has no money for the USSCA to boost from her they didn't want to spend the money they have that could be better spend on illegals.

    No permit, but hauling is illegal. Covered by a federal law known as the Mann Act. Refers to transporting women across state lines for immoral purposes. Google it for exact detail.

    Advice: Enjoy her in the state you pick her up in, then treat her like your
    sister to final destination.
