So? Those boxes aren't exactly made of high grade steel. He had cameras visable. There's no magical line he has to cross to make it not his fault. If someone takes something that isn't theirs, its always 100% that persons fault for stealing.

You're mistaking my reasoning as assigning him the blame, I'm not. It's a proven fact that most thefts are committed as a moment of opportunity. The fact that he didn't have his tarps stored on the self because it's a matter of convenience for him enabled him to be a big target, and now a statistic

They dont fit on the shelf.
To place them all (6 tarps) up top requires about 1-2 hours of work and a whole lot of banging with the bar and a few straps. -
No. There is no shelf and the prime racks are not the same as the tmc racks.
On the prime racks you have to throw them on top. The catch is we have too many tarps so EVERYONE basically just sticks them whereever. Some use the catwalk or apu as a place to strap them down.
You do have a one shelf inside, but its not tall enough to even get a tarp in there, nor will you be able to ever get it out if you forced it.
If you drive for prime your tarps are going to be outside the rack doors.
When I do place all 6 up top, its basically 4 standing vertically and 2 on top of that all held together with 2 inchers and ratchets. -
And I've seen several prime flatbed drivers just recently who didn't have their tarps on the deck.

If you say so. I can almost guarantee of you folded your tarps correctly you could get some of them put away. But that's just my observation

They fold in the middle, which is a problem when you are 5'5" and your tarp rack is 6' from the catwalk.
When they are shorter they are stiff and easy(ish) to raise 1 foot above your head.
When the load is taller than you are and 48' long, you really need to be able to put them up there without having to widearm.
Although with 8 foot loads i just pull them up with a rope. Just tie a boat rope around them and pulllllllllll. -

The tarps weight 100ish pounds, and there are already 3 tarps up there that would have to be moved to place them all on the top which is only 6.5 feet wide.
And the next shipper is in the same town.

I don't understand how anyone can put any blame on the driver for this thievery.
He had them secured to his trailer.
