    "should airlines be connected?"
Not if it's United. They'll drag you out by your feet.

Ball peen hammer, get under the trailer. DING DING DING song on the drums with spring brakes locked due to trailer's air braking chambers being empty tells me the brake at that wheel is at the very minimum out of stroke adjustment and at worse totally unable to hold that truck on any grade, with the parking brake set.

The pressure test is not given until the issue with the spring braking is fixed.

Maybe Celadon is in the wrong line of work. They should go buy tanker trucks while the stawks are tanking properly.

Make sure you stay at least 25 feet back while performing the pre trip inspection.

And evacuate the truckstop while doing the pretrip, after all you are fixing to stir up human waste, hazmat, blood pathgens etc.
