No haz endorsement?

Today that letter does sway it in the right direction I might add.

I overlooked "Placardable amounts" if you had 995 pounds of something on there and the rule is over 1001, have at it as long it's not placarded.

Some of my defenses when it comes to rule of law regarding placards = for example need a hazmat endorsement on CDL etc is pretty set in stone. I apologize if I confused anyone. I am one of me unfortunately and it's a full time job keeping everything straight.

Ive always said I'll take corrections and changes based on fact provided it's presented well. And that there would be one of them to do today for me.

However.

I would hate to run into a DOT hazmat man who is far worse and onery than I am. He or she can easily force a court decision on the placardable amounts of a given product and necessary license endorsement. I would much rather not to run into such a officer intent on enforcing even a pound of party favors and squeals due to 9-11 mindset. Understand?

I would pull those placards off the trailer before moving it without an endorsement. I pull plenty of less than 1k lb class 8 and while the bills will have a hazmat manifest, it'll all say less than 1k lb and placards not required.

Before it comes up, yes you can placard the trailer and there's no issue there, but why risk more scrutiny when you can just remove them and drive along. Also (in case it matters to you on the route) you don't have to pull in all weigh stations and you can take hazmat restricted routes without any overzealous bear seeing a placard and chasing you down

 

The basic rules of haz mat are fairly simple. It gets hard because of exemptions. Exemptions are created when industry wants to get out of a particular regulation such as this very Battery exemption. There are thousands upon thousands of exemptions and special rules created by industry that applies to something they make or haul.

 

A lot of what I see have class 8 limited quantity will be lithium ion batteries in equipment. So, a battery included with a laptop. Or cell phone. Or tv. Or power tools. So, in a whole shipment of say power tools, the batteries themselves weigh not all that much and honestly pose no real hazard.

Edit: I suppose they're no real hazard unless you're hauling Samsung cell phones. Then.. perhaps get ready for a bonfire

But when you think like a terrorist thinks in terms of active reactions of many kinds and what the results of same are capable of doing to a sleeping town of Mayberry (Mayberry does not exist, it's a movie set for a 50's era television show) at 3 am and no wind... The restrictions begin to make sense.

I ran into a major issue trying to ship a batch of 123 weapons batteries to Israel and it turned out that it's just as easier if not more beneficial to toss someone inside the IDF a hundred dollar US Bill, they convert it to 400 shekel on the exchange rate and boom a mountain of batteries purchased at thier shops way, way more than I can ever purchase and ship from America with it's tiny pittance when 400 individuals in the Company requires weapons lights for example.

These terrorists talk and talk and talk, I grew tired of that a very long time ago. Im active. Not too much but active enough to understand what goes out in the US Mail and which does NOT go out in the USA Mail. Ever since lithium batteries hit the US Market, the Mailing, Freighters, Overlands and air cargo has gone to extreme lengths to wriggle out of such a box wrapped in batteries.

What do you think a 53 foot loaded with 48K in lithium batteries rate? Batteries are class 8, but there is a updated UN Number that goes with them.

You mentioned containers so I think the rules for rail and ship hazmat are different as to what needs placarding.

 

What I would do to be 100% clear is call hazmat and ask them.

 

Hazmat test is simple so why not just keep it.....just in case you ever leave that job..
