    Company Policy. Probably something to do with some lawsuit they were involved with in the past where some guy managed to get employed, had an accident and it was proven he had faked his sample. Plantiffs lawyer probably made the point successfully that they should have known because of prior employment history or actions. Who knows.
    I am not an attorney, but I watch them on TV.
