I meant "handling unit" as one wrapped pallet, so only one is good for the individual drums. Each pallet needs two on opposing sides however. The idea there is to allow emergency responders to locate the hazardous material quickly.

Here's a post from @Scalemaster, from a while back where he addressed this.

Tanker endorsement for dry van loads.

For placards I'm familiar with what gals are required. As to how many gallons it takes for individual containers combined to require a tanker endorsement I forgot.

@MACK E-6 post the link to the regulation.

You don't need a tanker. You just need the endorsement. Over 1,000 gallons.

I've hauled totes on flat. My first load was when i first heard about the new rule. 5 years after it came out. Now i know why i was the only one that hauled them totes. I was the only driver with the tank endorsement.

Well, if the drums are palletized at four per skid, five skids will cross the threshold.

I would think you have it covered from the responses here, and yes the idea that you are now a tanker on a flatbed because of the amount of liquid moving around is a valid one.

I myself would prefer never to have to do something like that, too many things that can go wrong with such a load and Ive done a few in my time.
