I havea valid illinois drivers license and did have a commercial learners permit (CDL) but when I tried to renew the Illinois DMV tried to send a hardcopy in the mail it was returned due to my mail being forwarded from my parents old IL address to their new house in Florida. Any mail from the DMV will not forward.

So I go to the DMV to renew it and im flagged in their system that I need to provide proof of residence before I can get another permit. I do not have a residence as imcouch surfing/ staying with friends rightnow.

Any advice on how to resolve this issue?

    Get a residence.

If I am not mistaken you also will need utilities and a couple new papers now to get a CDL and through the increased security checks related to the 2020 Gold Star enhanced licensing. Last year my state told us that they stiffened CDL materials needed to get one not long ago.

Hopefully when you are finished with couching you will have some money saved and get a residence etc. This is not one thing you can skimp on.

When all that is sorted go get the Permit and then the CDL. It wont be so difficult.

You should be able to go into a bank with your parents and get something notorized saying you are living with them and that is your address.

Do they accept a notorized document as proof?

Edit: that won’t work if you are still in Illinois.

If they accept a motorized document, you can go to a local notorary with the owner of a property you want to use as your home base, have the document signed and stamped saying you are living there. Both you and the property owner will have to show ID and the property owner will have to have the documents showing they own that address.

Where is your mail going? Do you have a friend that will allow you to get your mail sent to their residence?

Ok I'm not quite understanding. Are you still living in Illinois? Do you plan on staying there? There are ways but it might cost a little and take about 6 weeks.

Yes I am living in illinois. I was using my parents address but they moved and my mail is forwarded to the new address in Florida. But mail from the DMV/SOS can't be forwarded so it was returned and it somehow flagged me in their system and they wouldn't renew it. So now I have to apply for a new permit (not renew) and can't figure out what to do.

Have your friend do a lease and have "utilities provided" so you won't need utilitiy bills in your name. You can print a blank lease off the internet or maybe get a blank one at a real estate office. Don't know if the DMV will want the lease notorized or not. I'd have it notorized just to be on the safe side. If you need mail that shows you receiving it, have your parents send some mail to you.
